Argosy Gaming Company Replacement Mitigation

Argosy Gaming Company's expansion of its Riverside, Missouri, facility required the filling of the existing Argosy mitigation site. The U.S. Army Corps of Engineers modified the original Department of the Army (DA) permit to allow replacement mitigation. As a condition of the permit modification, the Corps required submittal of a mitigation plan.

Adaptive Ecosystems, Inc. completed and submitted a Replacement Mitigation Plan to the Corps of Engineers.

Adaptive then further contracted to design, install, and monitor the mitigation site.

The replacement mitigation was a 28-acre restoration of a remnant ox bow of the Platte River. The design included native grass buffer, restored wetlands, and a riparian reforestation.

Adaptive Ecosystems, Inc. provided construction management services that included construction scheduling, contractor guidelines, construction oversight and inspections, contractor/vendor coordination, contractor product quality control, and on-site installation services.

Adaptive further provided on-site compliance monitoring as required by the permitting special conditions. This required detailed vegetation data collection and analysis, compliance evaluations based on permitting special conditions, site conditions, and recommendations.

Finally, Adaptive Ecosystems provided Argosy Gaming Company with a comprehensive report which detailed aspects of mitigation site design, installation, monitoring and site recommendations including a management plan with a set of standard operation procedures (SOP). Site maintenance included seasonal mowing and spot spraying to minimize the establishment of invasive plant species in the restoration area. Adaptive Ecosystems, Inc. also completed a prescribed burn on the site to further promote the successful establishment of native vegetation.

Adaptive Ecosystems, Inc. continues to provide ongoing management and maintenance of the site, which is now in its fourth growing season.
